The Five-Year Plan for the period 2021 – 2025, responds to the implementation strategy of the Forever Costa Rica Program, established in the Cooperation Agreement between the System of Conservation Areas (SINAC) and the Forever Costa Rica Association.

This consists of executing, monitoring and evaluating plans, in cyclical five-year periods, as one of the instruments to guarantee compliance and provide sustainability to the conservation goals proposed by the country and assigned to the Program

This plan focuses on global and national conservation goals, strategic objectives and the necessary activities to be implemented for the next five years to help Costa Rica meet its commitments to contribute to the global goals of the Convention on Biological Diversity (CBD) in an orderly and concatenated manner.

The two main components of the III Five-Year Plan are:

Ecological representativeness

To support the Government of Costa Rica in contributing to the fulfillment of the CBD goals in terms of representativeness and area-based conservation. This implies supporting the creation or expansion of PSAs to include biodiversity neglected in PSAs (which is not represented within current PSAs).

Management effectiveness

To contribute to the management of protected areas, through the consolidation of management effectiveness, ecological integrity assessment and ecosystem restoration.

To support effective and sustainable governance mechanisms in the SINAC-civil society alliance.
